Pavel Durov, known as “Russia’s Mark Zuckerberg,” founded the social media platform VK and later relocated from Russia to Dubai in 2014 after refusing to share information about protestors with the Russian government. He currently manages Telegram from Dubai and holds citizenship in both the UAE and France.
